Richard L. Phillips, 88, of Cedar Rapids, Iowa, formerly of Mount Carroll, Illinois, met the Lord on Tuesday, October 10, 2017, at Heritage Nursing & Rehab Center, Cedar Rapids. Visitation: 4:00 – 6:00 p.m. Thursday, October 12, 2017, at Murdoch-Linwood Funeral Home & Cremation Service, Cedar Rapids. Service: 11:00 a.m. Friday, October 13, 2017, at the funeral home, conducted by Dr. Nicholas Phillips and Dr. Charles Stevens. Burial: Oak Hill Cemetery, Mount Carroll, Illinois, at a later date.
Richard was born on June 5, 1929, in Mount Carroll, Illinois, son of Alfred and Effie (Hanna) Phillips. On August 15, 1948, Richard married Luanne Peters, in Mount Carroll, Illinois. In 1950, Richard and Luanne moved to Cedar Rapids for job opportunities. He was a Cedar Rapids Commissioner of Streets and Public Improvements for ten years and a City Manager/Public Improvement Director for Chester and Wood River, Illinois and a City Manager in Lake Ozark and Camdenton, Missouri. Richard enjoyed painting, playing ball, was an avid Cub’s fan and dog lover.
Survivors include his wife, Luanne of 69 years; sons, Scott (Judie) Phillips of Cedar Rapids, and Dr. Nicholas (Carol) Phillips of Livonia, Michigan; grandchildren, Eric (Stephanie) Phillips of Solon, Iowa, Thad (Erin) Phillips of West Des Moines, Iowa, Ryan (KayLynne) Phillips of Dallas, Texas, Corey (Danielle) Phillips of Plymouth, Michigan, Abigail Phillips of Naples, Florida and Paige Phillips of Livonia, Michigan; eight great-grandchildren; and brother Lowell Phillips of San Luis Obispo, California.
He was preceded in death by his parents; and sister, Wanda Decker.
